The Board of Selectmen, as the Cable License Issuing Authority ("IA") Authority for Grafton establishes a Cable Advisory Committee ("CAC") to advise it and act on its behalf to the extent permitted under G.L. c. 166A for cable licensing and license renewal.

The CAC shall have the authority to negotiate initial cable license agreements and cable license renewals, subject to approval and execution by the Board of Selectmen as the IA, and with information and guidance from the Cable TV Oversight Committee and the Cable Alternatives Committee.

The CAC shall consist of one representative of the Board of Selectmen, one member from the Cable TV Oversight Committee, and one at large member. The Town Administrator and Special Cable Counsel shall be ex-officio members. The CAC's term shall extend through completion of the renewal process for the current Charter license, as well as licensing processes for other applications submitted during that time frame including Verizon.

The Cable TV Oversight Committee shall advise the CAC in support of the CAC in its negotiating of cable license agreements and cable license renewals. The Cable TV Oversight Committee shall continue its roles to inform and educate the public about cable television services, assess the cable needs of the community, communicate and meet with cable company representatives to discuss matters of mutual interest, report to the IA on company compliance with the licenses, supervise the companies' responses to complaints and respond to citizen's questions regarding the cable systems, keep abreast of community programming issues, oversee the Cable Fund and its use, and deal with other cable related matters.

The Cable Alternatives Committee shall advise the CAC in support of the CAC in its negotiating of cable license agreements, and it shall continue it its current role in coordination with the Cable TV Oversight Committee.
