Redevelopment of the Former Grafton Department of Public Works Site at 27 & 17 Upton Street
The Town of Grafton will move its Department of Public Works to a new location freeing the approximately 7.04 acres for redevelopment. The purpose of this redevelopment along Upton Street is to restore the traditional village character to this area.
Redevelopment of these parcels will promote opportunities for local, small-scale businesses and additional housing. Redevelopment will create a vibrant pocket of mixed-use activity that allows pedestrians and bicyclists to easily connect with the historic town center and adjacent recreation/conservation lands.
The redevelopment of 17 and 27 Upton Street into a mixed-use development is a keystone project in the Town's economic development initiatives. This is adjacent to the Grafton Common, which is a site on the Commonwealth's Historical registry. In 2020, the Town adopted a "Village Mixed Use - Gateway" zoning that allows mixed-use development.
On September 1, 2020, the Town of Grafton published a formal Request for Proposals (RFP) for potential projects regarding the 17 and 27 Upton Street parcel. The RFP detailed a set of evaluation criteria and recommended project considerations to be included. On October 26, 2020, based upon multiple requests and given the current situation surrounding Coronavirus and its impact to business and government operations, the deadline for responses was extended from the original date of October 29, 2020 to January 15, 2021.
On January 15, 2021, the Town of Grafton closed the deadline for response, having received one proposal. The proposal was reviewed by a number of Local Boards and Committees to solicit comments. Additionally, a review committee composed of municipal staff utilized the provided evaluation criteria to review the proposal and score its performance in regards to the RFP criteria.
